Laptop vision becomes a tangled web

The plan to make every Australian student computer-literate has had a bumpy ride, writes Heath Gilmore.

It was one of the more memorable images from the 2007 election campaign. Holding aloft a school laptop, the then Labor opposition leader, Kevin Rudd, proclaimed he held in his hands ''the toolbox of the 21st century''.
